What does Elemental Chlorine Free Mean? Elemental Chlorine Free (ECF) pulp is bleached without chlorine gas. In the ECF process, chlorine is replaced by chlorine dioxide and the lignin content of pulp is reduced to as low a level as possible before bleaching.
