Steven O'Leary spent his youth in New Aberdeen, an area of Glace Bay, located near the pithead of number 20 and number 26 collieries. Over the years, he developed a steadfast pride for his home town and respect for its hardworking people. After graduating from high school in 1976, Steven attended Acadia University, Simon Fraser University and Dalhousie Law School.
Steven was appointed chairperson of the Canada Pension Plan Review Tribunal in 1995. He travelled across the country in this capacity for a period of more than 11 years. He also acted as chairperson of the Nova Scotia Regional Assessment Appeal Court where he chaired hearings across Nova Scotia for over 14 years.
