Peterborough City S.C. was formed in 1980 with a single men's team looking to provide the best players in the area a chance to measure up in Ontario's best leagues. The Men's team was admitted into the First Division of the Toronto and District Soccer League. Home games were played at King Edward Park where a snow fence was set up around the pitch each Sunday morning and removed after the game.

The "enclosure" was a requirement of the league. The team astounded the league establishment by winning the T & D First Division title in their first year with a season record of 16 wins, 9 ties and only one loss. They were promoted to the league's top flight Premier Division in the following year where they finished 10th of 14 teams.
