Played here on a Sunday afternoon in late October. For under $40, it's good value but you can't compare it to more expensive courses in the area. It's a par 70 with some interesting hole layouts and elevation changes. Lots of short par 4's. The course was in okay shape for the Fall season. The tee boxes for some par 3's were beat up and some of the greens had cleat/putter marks in them. Many of the holes run parallel to each other and have tight fairways so if you don't hit it straight then you'll likely be in another fairway. The course is walkable and took 4.5 hours on a Sunday.

Took me and my buddy 5 hours to play 18holes
And the marshall didnt say anything to they guys ahead of us who kept fishing for balls every hole and were holding everyone up
At one point there werr 3 groups on the 10th waiting
Great course play it all the time
But the marshalls need to get there act together

Something is happening at Winchester and it's not good. Although the staff was friendly, I was hard-pressed to find any over 20 years old. I appreciate that the clubhouse is currently closed, but it looks like it's fallen into disrepair and looks generally neglected. The course was so-so and the greens definitely needed some extra care and attention. My parting thought was that the owners are considering selling the property to developers and are putting the minimum work into maintaining it. This is just a thought, not a fact. As an earlier poster put it, you get what you pay for here.

Let's just say it's a decent value. Not very expensive but you get what you pay for. The course is super tight together so there are many areas where balls are hitting the wrong fairway/tee block/green. The staff is nice and friendly but I would not consider this a "top quality" course based on the 18 holes. That being said it's a short 18 holes with reachable par 4's, so good for the beginner/average golfer to get out there and make some scores.
