The Chamber of Shipping has been the public voice of the marine industry on Canada's West Coast since 1923. Trade between North America and Asia relies on Canada's Asia-Pacific Gateway, and benefits the entire nation. The Chamber highlights the importance and impact of shipping, and works to ensure that policies are being followed to optimize safe and efficient transport.
In addition to our core advocacy work, our secretariat provides services that support the interests of the marine community. These services include the issuance of port passes, enrollment of spill response agreements, and secretariat services for a number of industry not-for-profit and charitable organizations.

The Chamber of Shipping is authorized to register response arrangements between vessel owners and WCMRC. The following documents must be completed and submitted with payment to effect an agreement. The annual registration fee is $775 and an additional $175 agency fee for non-COS member companies may apply.

In the absence of legislation that would recognize these transits in the shared waters as innocent passage in territorial waters, the Western Canada Marine Response Corporation (WCMRC) has established reciprocal arrangements with the primary response contractors in the US - Washington State Maritime Cooperative (WSMC) and National Response Corporation (NRC).
